I have the honour to acknow- ledge the receipt of your Despatch No. 12 of the 12th ultimo, reporting that Mr. Wise has not yet passed the exam- ination in Chinese, on which the con- firmation of his appointment as Police Magistrate was to depend, and suggest- ing that the examination should be dis-

pensed with.

2. I regret that I am unable to

allow Mr. Wise to be exempted from the

condition on which he was expressly

offered and accepted his present ap- pointment; and which he was again dis-

tinctly informed by Lord Stanley's Des- patch of the 14th of August 1885 must

be complied with.
